Bidding Announcement for Owner’s Engineer Consulting Services

Project location: Romania

I. Bidding Conditions

This Romanian Cotofeni 154.7MWac Photovoltaic Project (comprising the following four companies: 1. JIUL FOTOVOLTAIC S.R.L.; 2. COTOFENI SOLAR PLANT S.R.L.; 3. DANUBE SOLAR SIX S.R.L.; 4. DOBRUNUS FOTOVOLTAIC S.R.L.) has been approved by the relevant project approval authorities. The project is funded through self-raised capital and loans, and the Bid Inviter is COTOFENI SOLAR PLANT S.R.L.   This project has met the bidding conditions and is now open for bidding.

II. Project Overview and Bidding Scope

1. Construction Site: Cotofeni, Romania
2. Scale: 154.7MWac PV Project
3. Construction Period: 540 calendar days in total
4. Term of the Owner’s Engineer Consulting Services: Tentatively set from September 1, 2026, to February 22, 2028; the specific commencement date shall be subject to the Owner’s notice. Total calendar days: 540 days.

Review the construction drawings, construction organization design and special method statement), technical documents, acceptance data and equipment compliance certificates submitted by EPC Contractor of 154.7MWac Photovoltaic Project in Cotofeni, Romania (including supporting transmission lines, local booster stations, 20kV MV line relocation and burial on site, 110kV transmission lines and power grid reinforcement works, etc.); put forward professional review opinions and assist the Bid Inviter or EPC Contractor to improve the documents; ensure that all documents comply with Romanian legal requirements; carry out whole-process project management and construction supervision, including supervision and control of quality, progress, investment, safety, environmental protection, etc., connect with local authoritative testing and certification institutions in Romania, assist in completing equipment testing, project acceptance and other related work, ensure that the acceptance process meets local standards, and obtain acceptance certificates in time; assist the Bid Inviter and EPC Contractor to connect with the local competent authorities in Romania, and participate in the handling of construction permits, power grid access approval and other procedures; participate in the project construction process acceptance and project completion acceptance, supervise the acceptance process, check whether the project quality, safety, environmental protection and other aspects meet the relevant standards and contract agreements, issue acceptance opinions, and assist the Bid Inviter in handling the project completion acceptance filing procedures, organize the acceptance materials, submit the completion acceptance report, and ensure that the project passes the acceptance of the local Romanian competent authorities smoothly; prepare and submit the Owner’s engineer consulting service report and completion report as required.

III. Qualification Requirements for the Bidder

1. The Bidder is a legal corporate organization legally registered in Romania, holds a legal person registration certificate issued by the Romanian government, has the ability to bear civil liability, and has the right to enter into contracts;
2. The Bidder is not included in the Romanian credit blacklist, financial blacklist, judicial blacklist, tax blacklist and other situations that affect the implementation of this project.
3. The Bidder is not within the penalty period for bidding prohibition confirmed by the relevant documents of the Romanian administrative department or China Huadian Corporation Ltd.;
4. Any legal person, other organization, or individual that has an interest relationship with the Bid Inviter and Bidder with the potential to affect the fairness of the procurement shall not be permitted to participate in the response. Different organizations which have the same organization leader, holding relation or management relation shall not participate in the response for the same lot or the response for the same bidding project with no divided lots.
5. Bidders must possess valid local service qualifications in Romania and be capable of independently completing ISC project filing, personnel registration, statutory supervision duties, and official acceptance filing, as well as issuing supervision documents recognized by Romanian authorities.
6. The bidder must have a track record of at least three contracts for owner’s engineer (or supervision) services for photovoltaic power stations with a capacity of 50 MW or more located in Romania over the past 10 years (from January 1, 2016, to the bid submission deadline). Valid supporting documentation must be provided for all relevant projects:

7. Consortium bidding is not allowed for this project.

V. Submission of Bid Documents

1. Deadline for submission of bid documents: 18 August 2026.
2. The Bid Inviter will reject the bid documents that are delivered late, not delivered to the designated location, or not sealed in accordance with the requirements of the bidding documents.

VI. Time and Place of Bid Opening

1. Quotation opening time:9:00AM 19 August 2026(Romania time).
2. Place for opening quotation: Beijing online. The bidder shall send a legal representative or authorized agent (with supporting documents and ID card) to attend online.

VII. Channels and Methods for Raising Objections

If the bidder or other interested party has any objection to the announcement content of this procurement project, please raise it during the announcement period. This procurement project only accepts objections raised through the email address yinan-liu@chdoi.com.cn.

VIII. Supervision Department

If a bidder (supplier) or other interested party believes that the procurement activities do not comply with laws and regulations, they may file a complaint within 10 days from the date of knowing or should have known.

The supervision department of this procurement project is Huadian Overseas Investment Co., Ltd.
